On May 5th, the Institute of Agricultural Resources and Regional Planning (IARRP) of Chinese Academy of Agricultural Sciences (CAAS) released China Agriculture Intellectual Property Index (2014). The findings show that China agricultural intellectual property in the year 2013 increased steadily in quantity with a continuous improvement in quality.

In the year 2013, the index of innovation was 128.29%, which is an increment of 28.29% more than in the year 2012. The index of the applications was 128.35%, which indicates the ability of agricultural science and technological innovation has been enhanced. The index of the grants was 136.44%, which implies that, the ability of converting the innovation achievements into the intellectual property has increased. The index of the period maintenance was 123.43%, meaning that the quality of the agriculture intellectual property is improving tremendously. In the aspect of the regional distribution, the top three provinces in the list of the index of innovation are Shandong (92.07%), Jiangsu (89.40%) and Beijing (77.84%). The index of application, the index of grand amount and the index of the period maintenance of above three provinces reach the highest level within China.

Meanwhile the indexes of innovation of Ningxia, Qinghai and Hong Kong were 2.73%, 0.85%, 0.77% respectively. This shows that the gaps between different provinces are significant. In the aspect of the scientific research applicants, the top three applicants in the list of the index of innovation are Chinese Academy of Sciences (99.00%), Chinese Academy of Agricultural Sciences (46.47%) and Zhejiang University (32.58%), the index of application, index of grand amount and index of the period maintenance of above three applicants reach the highest level within China. The Chinese Academy of Sciences leads in scientific research applications almost two times of the index of Chinese Academy of Agricultural Sciences.

In the aspect of the enterprise applicants, the top three applicants are Inner Mongolia Yili Industrial Group Limited by Share Ltd. (25.04%), China National Machinery Industry Corporation (21.73%), and China's Sinochem Group (15.90%). It should be noticed that the index of innovation of YiLi that ranks first in enterprise applicants is quarter of the Chinese Academy of Sciences by size. The findings indicate that the Agriculture enterprise applications are fairly weak, and the innovation in China is still focused in the scientific research applicants.
